Who Qualifies for Maximum OAS Pension in Canada?

The OAS pension is an integral part of retirement income for many Canadians. It’s a monthly payment from the Canadian government once you’re 65 or older. While most eligible seniors receive some OAS, not everyone gets the maximum pension.

In this blog post, I explain the key factors that determine who receives the maximum OAS pension in Canada.

Age Requirement

To get any OAS pension, you must be at least 65 years old. This is the basic starting point for OAS eligibility. You can choose to delay your OAS payments until age 70 to get a higher monthly amount. The age requirement is the same for everyone, regardless of other factors.

Residency in Canada

To get the full OAS pension, you need to have lived in Canada for at least 40 years after turning 18. This doesn’t mean you can’t leave Canada at all during this time. You’re allowed some periods of absence. When determining your OAS amount, the government considers your total years of residency.

If you’ve lived in Canada for less than 40 years after age 18, you might still get a partial OAS pension. The amount is prorated based on your years of residency. For example, if you’ve lived in Canada for 20 years as an adult, you get half of the full pension amount. This allows newcomers to Canada to still benefit from OAS in their retirement years.

Income Threshold

Your income level affects whether you get the full OAS pension. For 2026, if your individual net income is below $93,454, you can receive the full OAS amount you qualify for based on your residency. This threshold changes each year.

OAS Clawback

If your income is above the threshold, your OAS pension might be reduced. This reduction is often called the “OAS clawback.” For every dollar of income above the threshold, your OAS is reduced by 15 cents. Your OAS could be reduced to zero if your income is high enough. This clawback is applied monthly to your OAS payments.

International Social Security Agreements

Canada has agreements with many countries that can help you qualify for OAS. These agreements let you count time lived in another country towards your Canadian residency requirement. This can be very helpful for immigrants or Canadians who have lived and worked abroad. Check if your home country has such an agreement with Canada.

Voluntary OAS Deferral

You can choose to delay receiving your OAS pension after age 65. For each month you delay, your pension amount increases by 0.6%. If you defer for the full 5 years to age 70, your pension will be 36% higher than at age 65. This can be a good strategy if you don’t need the money immediately and want a higher income later.

OAS Pension Recovery Tax

If you have to repay some of your OAS due to high income, it’s done through the OAS Pension Recovery Tax. This tax is calculated when you file your income tax return. It’s important to plan for this if your income might exceed the threshold. You can ask Service Canada to deduct this tax from your monthly payments to avoid a large bill at tax time.

Living Outside Canada

You can still receive OAS if you live outside Canada, but the rules differ. You need to have lived in Canada for at least 20 years after turning 18 to get OAS payments outside the country. If you’ve lived in Canada for less than 6 months, you might still receive payments for up to 6 months after you leave. After that, your payments will stop until you return to live in Canada.

Guaranteed Income Supplement

While not part of the OAS pension itself, the Guaranteed Income Supplement (GIS) is a related benefit. If you receive OAS and have a low income, you might qualify for GIS. This supplement can significantly increase your total retirement income. The amount of GIS you get depends on your marital status and income.

Applying for OAS

You don’t always have to apply for OAS. If you’ve lived in Canada all or most of your life, you might be automatically enrolled. Service Canada will send you a notification letter the month after you turn 64. If you don’t receive this letter, you should apply for OAS. It’s a good idea to apply at least 6 months before you want your pension to start.

OAS payments are made monthly, usually on the third-last banking day of each month. The payment dates are the same for everyone receiving OAS.

Review Your OAS Eligibility

It’s a good idea to review your OAS eligibility regularly, especially as you approach retirement age. Your life circumstances might change, affecting your eligibility or the amount you receive. You can check your OAS status and estimate your pension amount using the My Service Canada Account online. If you have any questions, you can also contact Service Canada directly for personalized information.
